Orange County and the One Plan to Rebuild California 
– Vote yes on Props 1A, 1B all the way through 1E

One simple plan, one powerful idea: Build it now. Set something aside to pay over the long term – without raising taxes.

Like the rest of California, the Orange County economy depends on good schools, good roads, safe homes and clean drinking water – and we need to invest in our infrastructure to keep our economy sound.

One plan that delivers for Orange County:

  • Clear bottlenecks on Interstate 5 and other freeways
  • Add new lanes to the 405 freeway
  • Expand Metrolink commuter rail service
  • Safe homes for seniors and victims of domestic violence
  • Make our schools earthquake safe
  • Protect our supply of clean drinking water

Business and Labor. Democrats and Republicans. North and South. Everyone agrees it’s time for one comprehensive plan for infrastructure – the one plan to Rebuild California.

Traffic and Transportation

Prop. 1A: By closing a legal loophole to prevent the diversion of gasoline sales taxes, Orange County stands to gain a stable source of long-term transportation funding. A portion of these funds would be distributed directly to cities for local transportation needs, including millions of dollars a year to Orange County.

Prop. 1B: Orange County stands to gain a significant share of this $20 billion effort to expand and repair our most dangerous and congested highways, fund public transit and reduce air pollution.

Orange County’s fair share: the Rebuild California Plan would provide each region a fair share for regional improvements and local projects, including millions of dollars for regional transportation projects in Orange County.
 
In addition to these funds, Orange County is well positioned to compete for funding available statewide to improve safety and reduce congestion on major highway corridors including:

  • $1 billion for transit security and disaster preparedness.
  • $4.5 billion for high-priority highway improvements, like Interstate 5 and the 405 Freeway.
  • $1 billion for self help counties like Orange County.

Among the major Orange County projects eligible for funding under the Rebuild California Plan:

I-5
o Add capacity to I-5 between Costa Mesa Freeway (SR-55) and “Orange Crush” Area (SR-57), build new lanes and improve the interchanges in the area between
o Improvements from the Costa Mesa Freeway (SR-55) to El Toro “Y” Area
o San Diego Freeway (I-5) Improvements South of the El Toro “Y” Add new lanes to I-5 from the Interchange in Lake Forest to the vicinity of SR-73 in Mission Viejo
 
I-405 (San Diego Freeway)
o From the I-605 Freeway in Los Alamitos area to the Costa Mesa Freeway (SR-55), add new lanes
o From the Costa Mesa Freeway (SR-55) to Santa Ana Freeway (I-5), add new lanes 
 
SR 55 (Costa Mesa Freeway)
o Add new lanes to SR-55 between Garden Grove Freeway (SR-22) and the San Diego Freeway (I-405) 
 
SR 57 (Orange Freeway)
o Add new northbound lane between Orangewood Avenue and Lambert Road
o Other projects include improvements to the Lambert interchange and the addition of a northbound truck climbing lane between Lambert and Tonner Canyon 
 
SR 91 (Riverside Freeway)
o From Costa Mesa Freeway (SR-55) to the Orange/ Riverside County Line, add capacity on SR-91 beginning at SR-55 and extending to I-15 in Riverside County
o From SR-57 to the Costa Mesa Freeway (SR-55) Interchange Area, improve the SR-91/SR-55 to SR-91/SR-57 interchange complex, and add freeway capacity between SR-55 and SR-57
o From the Santa Ana Freeway (I-5) to the Orange Freeway (SR-57) capacity in the westbound direction and provide operational improvements at on and off ramps to the SR-91 between I-5 and the Orange Freeway (SR-57)
 
Metrolink commuter Rail Service
o Increase rail services within the county and provide frequent Metrolink service north of Fullerton to Los Angeles
 
Housing and Emergency Shelter

The Orange County region is expected to receive money to fund emergency shelter and housing programs, which would leverage millions more in private, federal and local matching funds and build hundreds of affordable homes and shelter spaces.

In addition, Orange County is well positioned to receive a share of $1.15 billion in funding available to help communities build more homes closer to job centers and train stations to ease congestion long term.

Schools

The Rebuild California Plan would provide Orange County with a share of $7.3 billion to build new schools and repair or expand overcrowded or dilapidated school buildings. State funds pay for half the cost of each new school, and 60 percent of the funding for each major repair and renovation project.

The plan includes $500 million to help build new charter schools, and $500 million to help local schools provide career and technical education.

In addition, the Rebuild California Plan provides $3 billion to repair and expand community colleges and universities such as Cal State Fullerton and UC Irvine.

Water Supply and Flood Control

The Rebuild California Plan helps protect Orange County’s supply of clean drinking water by providing $3 billion to repair and reinforce river levees in and around California’s Central Valley – one of the two largest sources of drinking water to the region.

In addition, Orange County would receive a share of $500 million set aside for local flood control projects and $300 million to help manage storm runoff that can pollute local streams and rivers, as well as the Pacific Ocean.
